By confirmation in his statement, congressional leaders are already "on board" with Obama's decision to strike within the interests of national security. It goes without question why the president would agree to a congressional resolution before waging this conflict. Do note that this decision will have grave consequences if and when followed up with military action. Obama made it clear that "not all nations will agree" with his decision.
Syria is currently sided with by Russia, China, and Iran. The combination of these backers has competed with the United States at every level imaginable. Expect both commercial and diplomatic relations to deteriorate where U.S. sanctions will make it illegal or greatly restrict U.S. companies from international trade with Syrian supporters. Iran has been known to do business with North Korea in the recent past as well. All this said, many are hearing the same marching drum for war against Syria as former President Bush Jr. made for Iraq. To argue that Obama is engaging with congress when Bush did not is irrelevant when leaders are confirmed to be jumping on the bandwagon. If you remember what Obama said, "this is no time for business as usual when national security is endangered" meaning he will act with or without the pony show of U.S. Congress. This is merely their "chance" to move forward with him.
